One structured route per domain
A pack gathers what an institution needs for a single domain: the ASQAT direction, the priority components, the actions that may be considered, the measurement, and the evidence that would demonstrate implementation.
Every one of the thirty nine domains has a pack record, so detailed content can be added without restructuring the platform. Eight packs have been prioritised for initial development to give balanced coverage of all three pillars. Sequence does not imply that other domains matter less.
