Without a recognition mechanism, standards remain advisory. The White Paper therefore proposes a tiered pathway with independent inspection, corrective action, public reporting and protection from political interference.
Proposed levels
Minimum standards for safety, staffing, documentation, emergency readiness, patient rights, and governance.
Documented quality improvement systems, data tracking, CPD structures, and patient safety programs.
Strong governance, measurable outcomes, external audit readiness, and compliance with national standards.
High-performing institutions able to mentor others, support training, lead innovation, and model best practice.
Planned capability
Institutional self assessment, structured gap analysis and evidence based readiness scoring are planned for a later platform phase. Until that functionality is released, the levels described here define intent rather than an operating scheme.
