The issue
A national minimum standard should define what qualifies as a functioning hospital. Standards should address emergency unit readiness, ward safety, operating theatre standards, labor ward standards, ICU or high-dependency capability, water and sanitation, power reliability, oxygen availability, waste management, fire safety and training, accessibility, essential equipment, essential medications, monitoring devices, sterilization, laboratory and imaging capacity.
